Abstract

In a world increasingly shaped by displacement, the treatment of refugees has become a litmus test for states’ commitment to human dignity and international law. Refugees, often escaping violence, political persecution, or environmental collapse, seek safety in lands not their own, hoping for a semblance of stability. While international legal instruments provide a framework for refugee protection, states’ practices vary widely. This article looks at the element of determination of Refugee status under international provisions, Refugee protection under international refugee law United Nations High Commissioner for Refugees (UNHCR) as well as international Instrument for the protection of Refugees. This article also presents a comparative analysis of how Nigeria and Russia implement human rights and humanitarian law in relation to refugees, shedding light on the intersection of law, policy, and the human experience. This article recommended that both nations must strengthen cooperation with civil society and international bodies like the UNHCR.
