THE IMPACT OF TECHNOLOGY ON THE PRINCIPLES OF INTERNATIONAL HUMANITARIAN LAW

Abstract

International Humanitarian Law (IHL) served as a cornerstone of global efforts to mitigate suffering during armed conflict. However, emerging technologies such as artificial intelligence, autonomous weapons systems, and cyberwarfare challenged the core principles of IHL, including distinction, proportionality, necessity, and humanity. This article explored how these technological advancements blurred the lines between combatants and civilians, increased the potential for civilian harm, and complicated assessments of proportionality. The paper highlighted the need for a comprehensive re-evaluation of IHL to ensure its continued effectiveness in the face of these evolving threats. It proposed strategies such as leveraging technology for monitoring and enforcement, adapting IHL to the digital age, and fostering international cooperation to create a more robust legal framework for regulating warfare in the 21st century.
